Q312 · Category G: Quality management and compliance systems (Q301–Q350)
Change control is a formal, systematic procedure for assessing, approving and implementing all changes that may affect medicine quality or GDP compliance. Its purpose is to ensure that changes are carefully considered, justified, risk-assessed and effectively controlled and verified both before and after implementation. Typical changes that should be subject to change control in a medicine wholesale business include replacing a key supplier or carrier, bringing a new warehouse facility or area into use, introducing a new IT system (such as WMS/ERP), making major revisions to key SOPs, and changing a cold-chain packaging arrangement. The change control process generally includes submitting a change request, a joint assessment by multiple departments (such as quality, warehousing and IT), risk analysis, preparation of an action plan, implementation of the change and final effectiveness verification.

📘 Regulatory basis

The Good Distribution Practice (GDP) for Medicinal Products requires an effective change control system to be established and operated. All changes to processes, equipment and facilities should undergo a risk assessment before implementation. The approval and implementation of changes must be documented to demonstrate that they have been appropriately managed.

📗 Drew Tang's recommendations

The key to change control is “planning in advance”, not “remedying problems afterwards”. We recommend that clients establish a cross-functional Change Control Board (CCB) to review major change requests. Even seemingly minor changes should be assessed for their cumulative effects. A good change control system is not only a compliance requirement but also an effective management tool for orderly business development and for preventing one problem from being replaced by another.

📕 Risk notice

Arbitrary changes made without approval or assessment are a serious failing in quality management. For example, replacing the refrigerant pack brand used in cold-chain packaging without validation may cause temperatures to exceed limits during transit. If an inspection finds a major change without corresponding change control records, inspectors will seriously question your management capability and compliance awareness.
