HONG KONG DRUG LICENSING

Drug Licence Compliance Maintenance

Review ongoing compliance and renewal matters for Hong Kong drug traders, including personnel oversight, storage, records, recalls and changes.

Keep licence maintenance structured: storage monitoring, traceable records and renewal coordination tailored to actual operations.
CONTINUING COMPLIANCE

Post-licensing compliance must be achievable every day

After a licence is granted, operators must continue to maintain genuine personnel supervision, suitable premises and storage conditions, a quality system and traceable records. Documentation, facilities and day-to-day operations must be aligned. Consultancy maintenance services provide assistance with arrangements but do not replace the statutory duties of the licensee and professional personnel.

Subject to agreement, Rengangyongsheng (Hong Kong) Limited can assist with temperature and humidity records, warehouse maintenance, regular pest control, inspection preparation, changes to information and renewal follow-up. The actual scope should be confirmed according to the licence type, products, premises and operating model.

Discuss maintenance arrangements for existing licences

Maintenance arrangements should be based on the applicable licence type

Procedures for renewal, personnel, premises and changes to operations cannot be treated as the same for every licence type. The comprehensive guide summarises common decision routes and directs readers to ongoing compliance guidance for the relevant licence type. Personnel performing their duties in practice

The person responsible, pharmacist, AP or nominated personnel must supervise in accordance with their respective applicable duties. A maintenance contract or consultant’s signature cannot replace actual presence, professional judgement or work records.

Premises and products aligned

Storage temperature, segregation, pest control, security and cold-chain arrangements should be based on the actual products and applicable requirements; adding a warehouse or relocating cannot be dealt with merely by changing the company’s registered address.

Ongoing operational traceability

Procurement, sales, batch, transport, complaint, recall and quality records must be consistent. Each anomaly should have an assessment, handling record, responsible person and applicable report.

PRACTICAL OPERATIONS CALENDAR

Establish an operational calendar tailored to your needs

The following are consultant recommendations and common management schedules, not uniform statutory frequencies applicable to every pharmaceutical licence. Temperature controls, record retention, inspections and reporting deadlines should be established according to product labels, licence conditions, legislation and the relevant codes of practice.

Management cadenceRecommended actionsEvidence to retain
Every receipt and dispatchCheck supplier/customer qualifications, product registrations and licences, quantities and batches, expiry dates, and storage and transport conditions. Assess any anomalies first; do not place affected goods directly into released stock.Records of procurement/sales, receipt and acceptance, batches, transport, stock movements and anomaly handling.
Daily business operations and storageConfirm that applicable personnel are present or that supervision arrangements are in place, and check the storage environment, alarms, segregation areas, locked cabinets and premises hygiene.Information on personnel and authorisations, temperature and humidity, alarm/deviation handling, cleaning and access control.
Regular operational reviewReview stock expiry dates, batch traceability, supplier qualification, returns, record completeness and pending changes according to risk; set the frequency according to the actual business.Stocktaking, qualification reviews, issue log, responsible persons and status of action completion.
Maintenance and calibration planningProvide temperature control systems, refrigeration, pest and rodent control, cleaning, calibration and maintenance according to equipment and product risks, and keep them operational and fit for purpose.Pest-control reports, equipment register, calibration/maintenance records, and evidence of faults and assessments.
Training, self-inspection and quality reviewArrange training when personnel, systems, products or business activities change; conduct internal checks in accordance with the applicable code, and review whether complaints, recalls and CAPA have been closed out.Training, assessment, version control, self-inspection, deviations and corrective and preventive action.
Renewal preparation windowStart renewal according to the licence type and expiry date, and check that the entity, personnel, premises and licence conditions are consistent. Ordinary wholesale Chinese medicine traders should apply at least six months in advance.Expiry calendar, current renewal form, fee payment and outstanding corrective actions, application information cross-check.
Significant changes or incidentsWhen there are staff resignations, relocations, business changes, temperature-control deviations, complaints, recalls or inspections, first identify the applicable licensing and reporting requirements and arrange the relevant follow-up.Event timeline, risk assessment, quarantine and handling, official correspondence, approval / notification, and conditions for resumption.
RECORDS THAT SUPPORT OPERATION

Which records should you be able to explain clearly at any time?

Record categoryCompleteness checkMaintenance reminders
Licensing and organisationThe licence details, conditions, validity period, entity, personnel declarations and responsibilities are all up to date and consistent.A responsible person manages original documents and change records; historical versions and approvals / notifications are retained.
Products and supply chainDemonstrates that the source, destination, product and batch comply with the applicable licensing and registration status.Reassess when onboarding a new supplier, product or customer; a commercial invoice alone is not sufficient.
Storage and transportEnvironmental conditions, cold chain, equipment, anomalies and product assessments can be linked into a timeline.Apply controls according to the label and risk; do not present generic figures such as 25°C or 65% humidity as universal statutory limits for all medicines.
Quality systems and trainingSOP versions, staff training and actual operations should be aligned; applicable manufacturing documentation should be managed separately and in full. After revision, confirm that employees are aware of the changes; a signature alone, without implementation, is not sufficient.
Complaints, returns and CAPAThe batches, customers, recovery and disposal of affected products can be traced, with responsibilities and completion status clearly documented.Reporting deadlines and obligations depend on the applicable rules; the same time limit should not be applied indiscriminately to every event.
Inspections and Regulatory CorrespondenceEach issue, response, corrective-action evidence and conclusion can be traced.Submitting corrective actions does not mean that the authorities have accepted them; outstanding matters should continue to be followed up.

Check the record-retention period against the applicable legislation, codes, products and business; do not state that all files must be kept for two years. Electronic records should remain legible and traceable, with controlled access. Back up important information and protect it in accordance with applicable privacy obligations.

First determine whether a prior procedure is required

Changes to the PIC, key professionals, address, warehouse, manufacturing scope or a specific LSP entity should not be left until after they occur before being reported. Check the current forms and specific licence conditions before taking action.

Check for outstanding matters before renewal

Compare the current position with the registered particulars, checking remediation, continuity of personnel and premises, fees and expiry dates; avoid a situation where the business being operated has diverged from the original authorisation while renewal is in progress.

Personnel and maintenance costs must correspond to services actually provided.

The Person-in-Charge/pharmacist arrangements, warehouse maintenance and renewal follow-up included in the quotation should be based on the applicable licence type and actual performance of duties. The indicative monthly fees differ for combined Western and Chinese medicine licences, Western medicine and proprietary Chinese medicine, and staffing arrangements cannot simply be applied across the board.
