Handling customer complaints is an important part of the QMS. It affects not only customer satisfaction but also provides an important channel for identifying potential product quality issues and system deficiencies. A compliant complaint-handling process should be clearly set out in an SOP. The process starts with a detailed record of all complaint information, including the complainant’s details, product name, batch number and specific complaint. A designated person should then conduct an initial assessment to determine whether the complaint involves an adverse drug reaction or a serious quality issue. Where possible, the customer should be asked to return a sample for examination. An internal investigation should then be conducted, including checks of retained samples from the relevant batch and storage and distribution records. If the complaint concerns a manufacturing defect, the manufacturer must be notified immediately. All investigations, findings and final decisions (such as a refund, replacement or a determination that the complaint is unfounded) must be documented in a written report, and the complainant must be informed of the outcome.

📘 Regulatory basis

The Good Distribution Practice (GDP) for Medicinal Products requires licensed wholesalers to establish written procedures for handling complaints, distinguish between complaints about product quality defects and other complaints, and investigate in collaboration with the manufacturer. All decisions and actions must be recorded and made available for inspection.

📗 Drew Tang's recommendations

Treat every complaint as a free “external audit”. We recommend that clients establish a complaint-trend analysis system and review complaint data regularly to identify recurring issues and drive systematic process improvements. Train staff to receive complaints professionally and politely and to record key information accurately. Retain detailed investigation records for every complaint involving a potential quality defect, regardless of the final investigation outcome.

📕 Risk notice

Ignoring or mishandling medicine quality complaints can turn a minor issue into a major crisis. If a serious quality issue that should have been identified is overlooked because complaints are poorly handled, resulting in harm to public health, the company may face extremely serious legal consequences. During inspections, the regulatory authorities will pay particular attention to complaint-handling records to assess whether your quality system is genuinely operating effectively.
