“Good Storage and Distribution Practices” (GSDP) is an internationally recognised quality management standard intended to ensure that medicines retain their quality, safety and efficacy throughout the distribution chain, from the manufacturer to the end user. It is not a specific law, but a set of guiding principles and a code of practice. In Hong Kong, the “Code of Practice for Licensed Wholesalers” issued by the PPB is based on GSDP principles. GSDP plays a central and decisive role in licence approval. The entire approval process, from document review to on-site inspection, is essentially an assessment of whether your company can meet GSDP requirements. Everything—including the design of your premises, staffing, SOPs and document-recording system—must be established around the principles of GSDP. GSDP is, in effect, the “rules of the game” for the pharmaceutical wholesale industry. If you cannot demonstrate that you can comply with these rules, you cannot obtain entry (that is, a Wholesale Dealer Licence).

📘 Regulatory basis

The Code of Practice for Holders of Wholesale Dealer Licences, issued by the Pharmacy and Poisons Board (PPB) of Hong Kong, is the local Good Storage and Distribution Practice (GSDP) standard and the fundamental basis for licence applications and subsequent regulation.

📗 Drew Tang's recommendations

We are not only licence application consultants; we are also practitioners with expertise in GSDP. We incorporate GSDP principles into every aspect of our service. We will not simply tell you “what to do”; we will also explain “why”, helping your team truly understand the spirit of GSDP. Our aim is to establish a GSDP system for you that not only passes inspections, but also operates effectively over the long term and continuously improves quality.

📕 Risk notice

The greatest risk is treating GSDP as nothing more than a pile of documents to get through an inspection. If management and staff do not genuinely recognise the importance of GSDP, non-compliant practices will inevitably become widespread in day-to-day operations, even if you manage to pass the initial inspection. This disconnect between the system and practice is easily exposed during a Department of Health spot check, ultimately putting your licence at risk.
