Q203 · Category E: Application Process and Approval Procedures (Q201-Q250)
An on-site inspection is a key stage in the approval process and usually takes place after an application has been submitted and passed an initial review. A pharmacist inspector will visit your proposed premises to conduct a thorough inspection and verify that you have the operational capability to comply with the law. The inspection will focus mainly on the following: first, checking that the actual layout, facilities and equipment match the submitted plan and meet medicine storage requirements, such as temperature and humidity monitoring, pest control and security systems. The inspector will then assess your Quality Management System, sample-check your Standard Operating Procedure (SOP) documents and may ask the Person-in-Charge about the procedures they contain. Finally, the inspector will interview the Responsible Person (RP) to assess their understanding of the regulations, their awareness of their duties and their ability to handle unexpected incidents. The inspection is intended to ensure that both your physical facilities and management systems can safeguard the quality and safety of medicines during distribution.

📘 Regulatory basis

On-site inspections are based on the Code of Practice for Holder of Wholesale Dealer Licence. The Code sets out specific requirements for premises, storage, personnel, document management, distribution, complaints and recalls, and is the inspection benchmark.

📗 Drew Tang's recommendations

We recommend conducting a comprehensive internal mock audit immediately upon receiving an inspection notice. Rengangyongsheng (Hong Kong) Limited’s consultants will act as inspectors, pre-checking your premises and documents against official standards and providing mock interview training for the Person-in-Charge. This can effectively identify potential issues and allow them to be corrected before the formal inspection, significantly increasing the likelihood of passing first time.

📕 Risk notice

Failure to pass an inspection can have serious consequences. If major deficiencies are identified, such as an ineffective temperature-control system or missing SOP documents, your application will be put on hold until you have completed corrective actions and applied for a re-inspection. This can significantly extend the approval process, and repeated re-inspections may also leave the PPB with a negative impression, making final approval more difficult.
