Q183 · Category D: Premises and Storage Requirements (Q151-Q200)
Shelving and pallets are essential for medicine storage, and their selection and use directly affect the safety, orderly storage and cleanliness of medicines. First, for materials, preference should be given to smooth, durable metal or plastic that does not shed particles and is easy to clean. Untreated wooden shelving or pallets must not be used because wood can absorb moisture, develop mould, produce splinters and harbour pests. If wooden pallets must be used, they should be high-quality pallets that have been heat-treated or fumigated and bear the relevant marking (such as the IPPC mark). Second, all medicines, including their outer cartons, must be stored off the floor on shelves or pallets to protect them from damp and facilitate cleaning. Shelving and pallets should be cleaned regularly and checked for structural integrity and damage. Shelves must have sufficient load-bearing capacity for the weight of the medicines stored on them, with their load limits clearly marked.

📘 Regulatory basis

The Good Distribution Practice (GDP) requires medicines to be stored “off the floor” (off-the-floor storage) and under appropriate conditions to prevent contamination. Although no specific material is prescribed, “easy to clean” and “preventing contamination” are the core principles.

📗 Drew Tang's recommendations

We strongly recommend that clients use metal shelving and plastic pallets throughout. Although the initial investment is slightly higher, this is the most economical choice in the long term in terms of compliance, durability and hygiene. Coding the storage locations on each shelf and linking them to the WMS can greatly improve the accuracy and efficiency of inventory management.

📕 Risk notice

During a Department of Health inspection, finding medicine cartons stacked directly on a concrete floor, or damaged or mouldy wooden pallets in use, would be a basic but serious deficiency. This directly contravenes fundamental medicine storage principles and suggests very poor warehouse management, leaving an extremely poor impression on inspectors.
