The Quality Manual is the “constitution” of the Quality Management System (QMS): a high-level policy document. It outlines the company’s Quality Policy and quality objectives, describes the overall structure and scope of the QMS, and explains how it meets requirements such as GDP. Its core contents should include: 1. A company profile and Quality Policy statement; 2. The scope of the QMS (for example, the products, activities and locations to which it applies); 3. References to applicable regulations and standards (such as GDP); 4. An organisation chart, particularly the responsibilities and authority of quality-related roles; 5. An overview of each core QMS process, such as procurement, storage, distribution and recall, with directions to the relevant SOPs for operational details. The Quality Manual is therefore a top-level document describing “what to do” and “why”, while SOPs are supporting documents that explain “how to do it” in detail.

📘 Regulatory basis

The Good Distribution Practice (GDP) for Medicinal Products requires the quality system to be fully documented. Although it does not require documents to be titled “Quality Manual”, in practice this is the best way to describe the entire QMS and meet the documentation requirements.

📗 Drew Tang's recommendations

Keep your quality manual concise and clear. It should be an easy-to-understand guide, not simply a compilation of all SOPs. A good quality manual enables new staff or external auditors to quickly understand your company’s quality management philosophy and the overall system. It should be approved by senior management to demonstrate the company’s commitment to quality. Update the quality manual promptly when there are significant changes to the QMS, such as organisational restructuring.

📕 Risk notice

A quality manual that is out of date and disconnected from actual operations will give inspectors the impression that your QMS is not being maintained. If the quality policy or organisational structure described in the manual does not reflect reality, this will be an obvious compliance deficiency. Although the manual is not referred to as frequently as operational SOPs, it is the “shop window” for your company’s quality management and must remain accurate and authoritative.
