Q219 · Category E: Application Process and Approval Procedures (Q201-Q250)
At the licence application stage for various pharmaceutical licences in Hong Kong, neither the Department of Health nor the PPB requires you to provide proof that you have purchased specific insurance. In other words, insurance is not a required document for submitting an application. However, from the perspective of prudent business management and risk control, it is essential to obtain adequate insurance for your medicine warehouse and business, and this is something the regulatory authorities are likely to welcome. Recommended types of insurance include: property all-risks insurance (covering losses to your medicine inventory caused by incidents such as fire or theft); public liability insurance (covering the risk of personal injury or property damage caused to third parties by your business activities); and product liability insurance (covering the risk of harm to users caused by defects in the medicines you sell). Although you do not need to submit proof with your application, being able to show during an on-site inspection that you have planned for or purchased relevant insurance would be a positive point if the inspector asks about your risk management measures.

📘 Regulatory basis

The Code of Practice for Wholesale Dealers requires licence holders to have appropriate arrangements for managing risks, but does not expressly prescribe what commercial insurance must be purchased. This is a business decision, but a responsible operator should have such arrangements in place.

📗 Drew Tang's recommendations

We strongly recommend that all clients have a comprehensive insurance plan in place before commencing operations. Rengangyongsheng (Hong Kong) Limited can connect you with experienced insurance brokers, who can tailor a cost-effective insurance package to your business scale and product types. We can include a section on “Insurance and Risk Management” in your application SOP documents to demonstrate to the regulatory authorities that you have considered these matters carefully and professionally.

📕 Risk notice

The greatest risk is operating “without a safety net”. If an accident occurs, such as a warehouse fire destroying pharmaceutical inventory worth millions, or a medicine-related issue leads to substantial claims, the financial consequences of having no insurance will be catastrophic and may directly result in the company's bankruptcy. Do not expose the entire business to substantial risk just to save on premiums in the short term.
