Q21 · Category A: Pharmaceutical Licensing System and Regulatory Framework (Q1-Q50)
Before any pharmaceutical product can be sold in Hong Kong, it must first be registered with the Pharmacy and Poisons Board (PPB) and issued a Hong Kong registration number (HK-XXXXX). This is a rigorous process. First, the applicant must submit a complete set of technical documents to the Drug Office, Department of Health, to demonstrate the medicine’s safety, efficacy and quality. These documents typically include pharmacological and toxicological study data, clinical trial data, the manufacturing process, quality control standards and stability test data. For medicines already registered in certain designated countries, such as the United States, the United Kingdom and EU Member States, applicants may use a simplified procedure and submit proof of registration in those countries. The Drug Office’s assessors will conduct an initial review and may request further information. Once the review is complete, the application will be submitted to the Registration Committee under the PPB for final consideration. If approved by the Committee, the medicine will be formally registered and a registration certificate issued.

📘 Regulatory basis

Section 36(1) of the Pharmacy and Poisons Regulations (Cap. 138A) is the fundamental legal basis for the requirement to register medicines. The Department of Health’s Guidance Notes on Registration of Pharmaceutical Products/Substances provides detailed application guidance and technical requirements.

📗 Drew Tang's recommendations

Medicine registration is a lengthy and highly technical process, usually taking 12 to 18 months or longer. We strongly recommend entrusting the registration application to a team with relevant expertise and extensive experience to ensure the documents are complete and compliant, and to avoid delays in bringing the product to market caused by repeated requests for additional information.

📕 Risk notice

Before an official HK-XXXXX registration number is issued, any form of sale, offer for sale or distribution of the medicine in Hong Kong is unlawful. Even distributing samples free of charge may be regarded as distribution and may lead to prosecution.
