Before deciding to start the application process for a Hong Kong Wholesale Dealer Licence, you must make thorough preparations to ensure a smooth application. First, you need to establish a Hong Kong limited company and determine an organisational structure that complies with the Companies Ordinance. Second, and crucially, you must identify and lease commercial premises that meet the strict requirements of the Drug Office, Department of Health (DPO). The premises must satisfy specific physical requirements for the storage, management and distribution of medicines, such as temperature and humidity control, security and adequate space. You must also appoint a qualified Responsible Person (RP) with a relevant pharmaceutical background or experience in the pharmaceutical industry. In addition, it is essential to establish an initial set of Quality Management System (QMS) documents, including Standard Operating Procedures (SOPs). These preparations form the foundation for the subsequent application.

📘 Regulatory basis

Under the Pharmacy and Poisons Ordinance (Cap. 138) and the Pharmacy and Poisons (Wholesale Licences) Regulations, applicants must demonstrate that they have suitable premises, equipment and qualified personnel. The Wholesale Dealers’ Code of Practice published by the PPB sets out detailed requirements for premises, personnel and quality systems.

📗 Drew Tang's recommendations

We strongly recommend that clients ask a consultant from Rengangyongsheng (Hong Kong) Limited to conduct a preliminary assessment of the proposed premises before signing any lease, to avoid an application being rejected because of an unsuitable location. We can also help you shortlist and interview the Person-in-Charge, ensuring that their qualifications meet the PPB's expectations, and draft core SOP documents in advance to prepare thoroughly for the subsequent site inspection.

📕 Risk notice

The greatest risk is non-compliant premises. If structural problems or an inability to meet pharmaceutical storage conditions are discovered only after the application has been submitted, this may not only delay the application but also waste all the rent and fitting-out costs already invested. Due diligence on the premises is therefore the most important risk-control step before applying.
