In Hong Kong’s licence application system, communication with the regulatory authorities must follow certain professional protocols. In general, applicants are advised not to contact the officer handling their case frequently or informally to enquire about progress. The Department of Health has its internal procedures and timelines, and repeated calls to chase progress will not help. All formal communications, such as submitting an application or responding to a request for further information, should be in writing to ensure that there is a record of all information. However, in certain circumstances—for example, if you receive a complex request for further information and have a significant query about its requirements—you may, through your professional consultant (such as Rengangyongsheng), formally and professionally ask the Department of Health for clarification. Such communication should address a specific issue, rather than simply enquire about progress.

📘 Regulatory basis

The Hong Kong Government upholds principles of procedural fairness and written records. Although there is no express legal prohibition on verbal communication, formal written documents are relied on for all key administrative decisions and exchanges of information to ensure transparency and avoid disputes.

📗 Drew Tang's recommendations

We will act as a professional bridge between you and regulators. We understand their working language and communication style. When communication is required, we will draft professional correspondence for you or, where necessary, arrange meetings with the relevant departments on your behalf. Having us communicate for you can ensure that your concerns are conveyed clearly and professionally and that the responses you receive are more constructive, avoiding emotional or unprofessional wording that may arise when applicants communicate directly.

📕 Risk notice

Inappropriate direct communication is a major risk. If you challenge an officer’s decision by telephone or attempt to influence their judgement through informal channels, this may be regarded as unprofessional or even improper conduct. This could not only damage your relationship with the regulatory authority but also leave an adverse record in your application file and negatively affect the outcome.
