Congratulations! Once you receive the PPB Committee’s formal letter of approval, you will enter the final stage of obtaining your licence. The process is relatively straightforward: first, the approval letter will state the licence fee payable, for example, the issue fee for a wholesaler’s licence is HKD$2,150 (the fee may be revised; refer to the official notice). Pay the fee by the method and within the time limit specified in the letter, and keep the receipt safe. Next, bring the payment receipt, the original approval letter and valid proof of identity for the person collecting the licence (such as a company director or authorised representative) to collect it at the specified time and place, usually the Drug Office, Department of Health. You will need to sign an acknowledgement when collecting the licence. Once you have it, make a copy and keep the original safe, and display the licence prominently at your business premises as required. Your company may then officially begin lawful business activities involving medicines.

📘 Regulatory basis

The Pharmacy and Poisons Regulations provide for the issue of licences and the applicable fees. They also require licence holders to display their licences at the premises. These are basic legal requirements that must be observed after a licence is issued.

📗 Drew Tang's recommendations

Before you collect the licence, we will remind you again of all the documents you need to bring and recommend that you check all the details on the licence on the spot, including the company name, address and licence validity period, to ensure they are correct. We will also provide you with a ‘post-licensing compliance checklist’ to help you operate properly from day one and avoid compliance issues later.

📕 Risk notice

Obtaining a licence does not mean that compliance can be taken for granted. The greatest risk is “lax compliance after opening”. The Department of Health conducts both regular and unannounced inspections. If a subsequent inspection finds that your operations do not meet the standards originally undertaken (for example, SOPs are not followed or records are incomplete), your licence may be suspended or even revoked. Ongoing compliance is therefore the lifeline of a long-term business.
