Q206 · Category E: Application Process and Approval Procedures (Q201-Q250)
In our years of practice, we have observed several recurring causes of approval delays. The most common is inadequate preparation of application documents, including incorrect information, missing documents and failure to follow the required format. This directly triggers requests for further information and can cost several weeks. Second, the leased premises may have compliance issues, such as inadequate fire safety, a lack of an independent temperature-control system or insufficient security. This can prevent the site inspection from being passed at the first attempt and require substantial time for remediation and reinspection. Third, the appointed Responsible Person (RP) may lack the necessary qualifications or have an unclear understanding of the regulations, and perform poorly in an interview with inspectors, raising concerns about their ability to fulfil the role. External factors, such as a backlog of individual applications at government departments or public holidays, may also affect the overall approval time to some extent. Avoiding these controllable internal causes of delay is key to expediting approval.

📘 Regulatory basis

Almost all delays can be traced to a failure to fully meet the requirements of the Pharmacy and Poisons Ordinance and its subsidiary legislation, as well as the various codes of practice issued by the PPB. The regulatory authorities are responsible for enforcing these requirements rigorously. Any non-compliance will be regarded as a potential risk and may trigger a more cautious review.

📗 Drew Tang's recommendations

“Prevention is better than cure.” The core of Rengangyongsheng (Hong Kong) Limited’s service is proactive risk management at every stage of an application. From selecting premises and matching personnel to preparing documents, we use checklists and pre-submission reviews to ensure the application is in impeccable shape from the outset, fundamentally preventing delays caused by issues within your control.

📕 Risk notice

Do not underestimate the knock-on effects that any “minor issue” may cause. A simple spelling error in an address could mean that all documents have to be redone; a seemingly insignificant omission in an SOP could cause the entire site inspection to fail. These delays can accumulate, extending an approval process originally expected to take a few months to more than a year and greatly increasing your time and opportunity costs.
